In this interview with JUBRIL BADA spoke about financial autonomy approved by President Buhari among other issues of interest.\u00a0<\/strong><\/em><\/p>\n

Excerpts.<\/strong><\/em><\/p>\n

Can we meet you sir?<\/strong><\/p>\n

I am lfedayo\u00a0 Gbenga Akinsoyinu. A member of the Ondo State House of Assembly, under the platform of the Peoples Democratic Party (PDP), representing Ondo West Constituency\u00a0 II.<\/p>\n

I\u2019m the youngest ever serving member of State House of Assembly in the history of the state.. l have been in politics since 1989. Next year, l will be 30years in it. I was former Majority Leader of the House<\/p>\n

In 1989, l was a councillor till around 1993 when the military struck. In 1999, l became a member of the House, except for 2003 and 2006, when l became Parliamentary Liaison Officer (PLO) to the late former Governor of this state, Dr. Olusegun Agagu at the State House of Assembly.<\/p>\n

The\u00a0 financial\u00a0 autonomy given to the legislature and the judiciary, how\u00a0 will\u00a0 you assess this\u00a0 development?<\/strong><\/p>\n

It is\u00a0 long\u00a0 overdue. This\u00a0 is\u00a0 an essential\u00a0 components of the duties and\u00a0 functions\u00a0 of\u00a0 the legislators. It is\u00a0 part and\u00a0 parcel\u00a0 of\u00a0 the\u00a0 rule of law. There\u00a0 must be separation of\u00a0 power,\u00a0 though there\u00a0 is\u00a0 no water-tight seperation of\u00a0 powers anywhere in the\u00a0 World. But\u00a0 at least, the\u00a0 vote of\u00a0 the House of Assembly must be seperated from that of the\u00a0 executive\u00a0 arm of\u00a0 government\u00a0 so that each arm of\u00a0 government will\u00a0 have to run its own business using\u00a0 its vote.<\/p>\n

Now, it is not just\u00a0 the Assembly\u00a0 alone that was\u00a0 granted autonomy, the\u00a0 judiciary was equally granted. I think it is a welcome development. It will\u00a0 enhance the development of the\u00a0 rule\u00a0 law and seperation of powers.?<\/strong><\/p>\n

Don\u2019t\u00a0 you think that this\u00a0 development, granting\u00a0 of financial\u00a0 autonomy\u00a0 to\u00a0 the House of\u00a0 Assembly\u00a0 and the judiciary will\u00a0 create friction among\u00a0 the executive\u00a0 and the\u00a0 other\u00a0 two arms of government.<\/p>\n

The senate\u00a0 has\u00a0 always\u00a0 enjoy financial autonomy. The\u00a0 House of\u00a0 Representatives\u00a0 has\u00a0 always\u00a0 enjoy\u00a0 financial\u00a0 autonomy except\u00a0 in extreme cases where the\u00a0 executive over stepped its\u00a0 boundary. The National Assembly has never\u00a0 threatened\u00a0 the executive\u00a0 except where it is glaring that the\u00a0 executive\u00a0 is\u00a0 overstepping\u00a0 its boundary. For\u00a0 example, see what\u00a0 is happening in Nigeria now. They are\u00a0 killing\u00a0 people\u00a0 everyday, the\u00a0 Inspector-General of Police\u00a0 was invited, he\u00a0 did not go\u00a0 and\u00a0 appear\u00a0 before\u00a0 the\u00a0 senate.<\/p>\n

In a\u00a0 situation like this the president should not\u00a0 fold his hands and\u00a0 pretend as if nothing\u00a0 is happening. What\u00a0 I\u2019m saying is that rather\u00a0 than\u00a0 concentrate\u00a0 absolute power unnecessarily in any\u00a0 arm of\u00a0 government, it should be balanced among\u00a0 the three arms of government so that\u00a0 each will operate within its\u00a0 realm\u00a0 of\u00a0 duty or\u00a0 schedule. I am\u00a0 sure\u00a0 financial autonomy can\u2019t\u00a0 lead to impeachment. Then,\u00a0 don\u2019t\u00a0 forget that\u00a0 even when\u00a0 there\u00a0\u00a0 was\u00a0 no financial\u00a0 autonomy, the executive\u00a0 arm of\u00a0 government was riding rough-shed over the\u00a0 legislature.<\/p>\n

Each time the House\u00a0 of Assembly\u00a0 want to\u00a0 buy\u00a0 cars, it will go and beg the executive.\u00a0 Everything , they\u00a0 have to beg. Then\u00a0 they\u00a0 are becoming like slaves.<\/p>\n

Looking at the constitution, it\u00a0 is the legislature that makes\u00a0 law and\u00a0 executed\u00a0 by the \u00a0executive. To that\u00a0 extent, I think\u00a0 it is\u00a0 a welcome\u00a0 development\u00a0 and think it will\u00a0 not have any\u00a0 negative\u00a0 effect.<\/p>\n

This is a new\u00a0 experiment and innovation about\u00a0 to have\u00a0 initial problem, the problems with time everything will adjust.<\/p>\n

The Not-Too-Young-To-Run bill was also among those\u00a0 signed by the President. What\u2019s your take?<\/strong><\/p>\n

It is a welcome development. The way things are now, with my knowledge, the young ones are the best\u00a0 reservour\u00a0 of energy. What a 40-years-old man will do by\u00a0 exercising himself\u00a0 or running around with the duty in government, the 70 or 75-years-old persons cannot try it. I think we should encourage the young ones to vie for positions. I think\u00a0 it is a\u00a0 welcome development.<\/p>\n

Are our youths really financially capable of vying for political posts?<\/strong><\/p>\n

For example, what is happening in Ekiti State now, Dr. Kayode Fayemi\u00a0 got elected maybe he is 53 or above now,\u00a0 he picked a 74-year-old man as his deputy. What l\u2019m saying is that the young ones can contest. But behind them in the cabinet. They can have commissioners who are fairly advanced in age like 50s or 60s. So the energy of the young ones will balance the old ones. So, what the young ones lack by way of knowledge or experience, the old ones will\u00a0 prepare\u00a0 to compensate for\u00a0 it. What the old ones lack by way of physical energy, the young ones can be there too to bridge the gap.<\/p>\n

What I\u2019m saying in essence is that, the Not-Too-Young-To-Run bill has been passed into law,\u00a0 does not\u00a0 mean\u00a0 it is\u00a0 going to\u00a0 kill those at over 50 or 60 .\u00a0 It means that people, who are\u00a0 more than 40, 50, 60 or over will still contest. At the end of the day, those who emerged after elections will be a mixture of young, middle and old ages. Don\u2019t forget that it is an experiment. We might not be there now, but by the time we are counting about ten years, we will\u00a0 blend properly.<\/p>\n

Don\u2019t forget\u00a0 that, what the law says is that, if you attain certain so so age like 25-30, you can become\u00a0 so so\u00a0 thing you\u00a0 aspirel . If you are above the age, it does not mean you cannot aspire.<\/p>\n

\u00a0Advice to Nigerian youths vis-a-vis their attitude to handwork, corruption, politics etc.<\/strong><\/p>\n

In 1989 when Gen. Ibrahim Babangida said youths about contesting should indicate. Interests\u00a0 he formed\u00a0 SDP and NRC\u00a0 saying that\u00a0\u00a0 old\u00a0 should sit down. That was how I became councillor at the age of 29 . What I\u2019m saying in essence, young ones should see it as a challenge and opportunity for them to come to the centre stage to manage the affairs of the country. They should not abuse the opportunity and not let the person who sponsored the bill and the president who signed it regret coming up with such law. The law came as a result of agitations from the young ones.<\/p>\n

The issue of corruption is not peculiar to young ones alone, It is a kind of retrogression in our value system. It is not limited to the young and old ones alone. l will equally advise young ones to try as much as possible to shun corruption, sharp practices and uphold the core values and not cut corners and endure. Either you are young or old do not cut corners or engage in what will spoil family\u2019s name. With the new law coming on board which is applauded by everybody, they should equally reciprocate by making sure they make best use of the law.<\/p>\n

Renaming of Democracy Day to June 12, what is your view?<\/strong><\/p>\n

June12, either we like it or not, whether holiday is declared or not, it has remained a water shed in the political history of Nigeria because something fundamental happened on that day. Across all divides, million of Nigerians gave their votes regardless of religion, tribe, background and gave their mandate to MKO Abiola, but somebody along the line annulled the election. Beyond that, l don\u2019t want to believe that they\u00a0 want to make it a\u00a0 political issue for 2019 to appease Yoruba people. Government should go beyond that.<\/p>\n

The fundamental thing is restructuring, which we have been clamouring for. The VAT here we consumed fuel, patronize departmental stores, the tax generated from Southwest is more than what is generated up North. Come to the sharing, we do not receive more. It is not fair, the fundamental\u00a0 thing\u00a0 is to address the issue of restructuring. Let us go back to 1953 constitution, which talked about regionalism, that all regions compete among themselves. When we have regional government in those days, our welfare was improved because we did well in cocoa business. From the business, University of lfe, Cocoa House in Ibadan and all the rest were built.<\/p>\n

In the East, rubber was a major income and able to build University of Nsukka among others. In the North, it was groundnut as a major means of generating income. It was called Groundnut pyramid, was used to build Ahmadu Bello University (ABU). Therefore, each region wanted to outshine\u00a0 one another. There was a competition\u00a0 among the regions to build hospitals, airports and have airlines as a result of this, there was a competition among them which brought about development among\u00a0 the regions\u00a0 then.<\/p>\n

But, a situation whereby, states have to beg or wait for money\u00a0 from Abuja,\u00a0 such states become lazy. There are many states in the country now, that can never survive without the\u00a0 allocation from Abuja. If these states are allowed to stay on regional arrangement, whatever is available at each region can be turned to money for their developments, rather than depend on the Federal Government.<\/p>\n

Restructuring is the main thing. It is\u00a0 beyond giving MKO Abiola award and declaring holiday for June 12. There is nothing special in the holiday declared. The best way to immortalise, Abiola is to emplace all those things he was\u00a0 fighting for which\u00a0 include justice, and transformation of Nigeria. What he could not achieve before his death, steps should be taken to achieve them.<\/p>\n

Are you optimistic that the issue of restructuring will be materialised?<\/strong><\/p>\n

It depends on the president and power that be. If he wants to make it to happen, it will happen. He has started very well by even remembering late MKO Abiola. Since, Abiola\u2019s death, no one remembered him. It is a good thing and right step in a right direction. As he has remembered Abiola by giving award, he must also declare Abiola and Kingibe as ex-president and ex-vice president respectively, and give their entitlements to their families. Abiola and SDP stood for restructuring and now people are clamouring for restructuring, he should implement it now.<\/p>\n

What\u2019s your view on to the payment\u00a0 of entitlement demanded by some Nigerians\u00a0 for the families of Abiola and Kingibe?<\/p>\n

It might not be everything. It might be part of it as compensation to the families. The Abiola\u2019s families have lost everything. They lost their bread winner, Abiola. They lost his wife, Alhaja Kudirat, Concord newspaper and his Airline business. l can\u2019t imagine how they will recover from the businesses. Nigerians have forgotten the family. The family should be compensated.<\/p>\n
